Most of Winter Park sits in the Howell Branch basin, about 17 square miles that drain to that creek before leaving the city, per the city's stormwater page. The city reports more than 2,300 stormwater inlets and about 46 miles of pipe.

Why a clear gutter can still overflow

Gutter debris narrows toward the outlet, so clumps of wet oak leaf, catkin strings and small twigs get pulled into the downspout and wedge at the first bend. The gutter looks clean from the ladder, yet the elbow is plugged.

Signs a downspout is blocked include water pouring over the gutter lip during a normal afternoon storm, a downspout that stays wet for hours, or a splash block that never gets wet at all. Summer twig drop from laurel oaks, noted by UF/IFAS, tends to lodge at those bends.

What a flush involves and when to schedule one

A flush usually means running water down the downspout, or using a hose or air tool from the top, to confirm it clears and exits freely. If a plug is stuck, the lower elbow may need to come off so it can be cleared by hand. We confirm the scope with you before the visit.

Timing follows the calendar. The most useful moments are after the February-March leaf drop, before the wet season starts around late May, and ahead of any named storm. The NWS Melbourne wet-season study puts median wet-season onset near May 24 at Orlando.

If you added gutter guards, the downspout can still clog below them, so a flush stays on the list.
